I also had this problem, the ground wire was part of it (Gus is correct about the grounding) but in addition the way the speedo was designed was the rest of it. (Mine is a '94, yours may be different inside the speedo) Basically there is an angled rim under the glass painted white. It is to reflect light coming up onto the face of the speedo. My speedo kept shifting off center so only one edge was lit.

I took the speedo apart by carefully bending the tabs, and took some 1/4 inch vinyl tubing (clear) and cut a length long enough to circle the face. I slit it and cut about 1/4 of the tubing (lengthwise) out and slid it around the edge of the speedo face. This made a centering device that was clear - now the face had to remain centered.

Then I took some metal tape and covered the previously white reflective surface under the glass. The brightness of the speedo was improved by at least 50%.

Vance I asked Alex what he does to fix this problem. He said that he opens up the speedo as you do, and then cuts off the blue rubber covers over the light bulbs to let more light in!
